Seems like he likes you, but isn't sure about getting into a relationship. He probably likes his freedom, but at the same time likes you too. IMO, he probably does want to be with you, but wants you to be the aggressive one. IAnd i he does, remember that guys like having their own time too, whether it be to themselves or when they are with friends. It has nothing against the girl, it's just that we don't want to feel like a robot under control.
