California property tax: homeowner's exemption Q?

I just got off the phone with the county and they said I don't qualify for the homeowners exemption (just $7,000) because I paid less for the house than it was appraised for at the begining of the year (I bought the house in Jun of 08). Does this make any sense? Why does the essed value of the house affect whether I get the exemption
