What can i do about noisy neighbours? (UK)?

Ever since i bought this house the Asian neighbours living on one side of me have been constantly slamming doors, stomping and screaming at all hours of the day. It is pretty blatant that this is being done deliberately as after returning home after shopping or something it is silent until they realise that you are in there when it all starts again. We have tried reporting them to their landlord (Council) but unfortunately they are more interested in gaining votes from the local immigrant population it seems and are afraid of upsetting them, hence before they fitted a machine to record the noise they sent them a warning letter and tipped them off so they were silent when it was fitted. We have also tried to talk to the police about the racial abuse we have had from them from day one, but the police refused to take a statement from me or even take a note that i had even made a complaint. Claiming i didn't have video evidence so they would do nothing and seemingly saying that i was racist because i was complaining... so what avenues are left open to me as i cant really afford to go to court and what chance do i stand if the local authorities are against me?
